RESUMO O objetivo desta dissertação foi analisar a percepção de gestores públicos do Município de Janaúba/MG sobre os desafios inerentes aos processos de planejamento, controle e avaliação das metas governamentais materializadas nos instrumentos de Plano Plurianual, Lei de diretrizes orçamentárias e Lei orçamentária anual. Trata-se de uma pesquisa descritiva, cuja abordagem é qualitativa. O modelo de gestão pública gerencial, voltada para resultados eficientes, pressupõe atividade de planejamento bem executada, controle dos atos de gestão com foco nos resultados e mecanismos de avaliar o serviço público. A coleta de dados ocorreu por meio de entrevistas semiestruturadas com 6 (seis) integrantes da Prefeitura de Janaúba, sendo 3 (três) da gestão 2013/2016 e 3 (três) da gestão iniciada no início de 2017 com final em 2020, tendo sido entrevistados, em ambas as gestões, Prefeito, Secretário de Planejamento e Contador. Os resultados apresentados mostraram que a organização analisada não possui práticas gerencialistas e que o planejamento realizado não é fiel às necessidades do Município, pois apresenta elevado nível de distorção entre o planejado e o realizado, sendo o planejamento apenas para cumprimento formal da Lei. No quesito controle, constatou-se que a atividade está organizada segundo os pilares de uma administração burocrática e mais voltada para a forma que os resultados de gestão, sendo que a Prefeitura não possui mecanismos de avaliação de resultados. Ademais, assim como o controle, o sistema de accountability mostrou-se mais coerente para gestão de viés burocrático, uma vez que a transparência e a prestação de contas são nos estritos limites das obrigações legais, com pouca efetividade no item responsabilidade dos gestores por maus resultados. Trata-se de um resultado que não pode ser generalizado para todos os demais Municípios, tendo em vista que cada Prefeitura pode estar em processo mais evoluído de gestão.

ABSTRACT The objective of this dissertation was to analyze the perception of public managers of the Municipality of Janaúba/MG on the challenges inherent to the planning, control and evaluation processes of the government targets materialized in the Pluriannual Plan, Budgetary Guidelines Law and Annual Budget Law. It is a descriptive research whose approach is qualitative. The managerial public management model, focused on efficient results, presupposes well-executed planning activity, control of management actions focused on results and mechanisms to evaluate the public service. Data were collected through semi-structured interviews with 6 (six) members of Janaúba City Hall, three (3) of the 2013/2016 management and three (3) of the management started at the beginning of 2017, ending in 2020. Interviewed, in both administrations, Mayor, Secretary of Planning and Accountant. The presented results showed that the organization analyzed does not have managerial practices and that the planning carried out is not faithful to the needs of the Municipality, since it presents a high level of distortion between the planned and the realized, being the planning only for the formal fulfillment of the Law. Control, it was verified that the activity is organized according to the pillars of a bureaucratic administration and more oriented to the way that the results of management, being that the City Hall does not have mechanisms of evaluation of results. In addition, as with control, the accountability system has proved to be more coherent for managing bureaucratic bias, since transparency and accountability are within the strict limits of legal obligations, with little effectiveness in the item liability of managers by bad Results. This is a result that can not be generalized to all other municipalities, given that each municipality may be in a more evolved management process.
