RESUMO O interesse pelo tema da presente pesquisa nasceu do desejo de explorar o enfoque interativo das organizações, no que se refere ao processo de escolha de estratégias empresariais de cooperação em um contexto dinâmico, como é o da biotecnologia, regido por uma situação concorrencial, mas também pela interação entre as estruturas que o condicionam e pelas condutas inovadoras das organizações que o compõem. Por tratar-se de um meio no qual o conhecimento científico vigora, este acaba por tornar-se, talvez, um elemento da própria evolução concorrencial que se estabelece no setor. Diante disso, o que se pretendeu com a presente pesquisa foi trilhar caminhos pelos quais, talvez, seja possível compreender o fenômeno, objeto de estudo, considerando a existência de complementaridade entre o direcionamento exógeno, estabelecido pelo mercado e o direcionamento endógeno, estabelecido pelos recursos e pela própria construção de uma estratégia, no caso, baseada na coopetição – conceito que aproxima a competição da cooperação. Dessa forma, foi abordado um fenômeno específico e procura-se, nas próximas páginas, descrever a aplicação de aliança pela Fundação Ezequiel Dias, organização pública mineira, de forma a identificar como a aliança se estabelece como estratégia de coopetição no setor de biotecnologia. Para tanto, realizou-se revisão da literatura que trata dos modelos de administração estratégica, da competitividade e da cooperação. Utilizou-se como método de pesquisa, o estudo de caso descritivo, de natureza qualitativa. A coleta de dados amparou-se na análise de documentos legais produzidos pelo poder Executivo de Minas Gerais e pela Fundação Ezequiel Dias. Os dados primários foram coletados por meio de entrevistas semi-estruturadas com dois gestores da Fundação Ezequiel Dias, além da utilização da observação direta. Para tratar os dados coletados, optou-se pela análise de conteúdo, desenvolvida de acordo com o objetivo geral estabelecido para o presente estudo. Os dados coletados nas entrevistas realizadas estão apresentados de acordo com a categorização proposta nos objetivos específicos desta pesquisa. Ao final, estão alinhavadas as considerações finais, seguidas das referências bibliográficas.

ABSTRACT The interest for the subject of the present research was born of the desire to explore the approach interactive of the organizations, as for the process of choice of enterprise strategies of cooperation in a dynamic context, as it is of the biotechnology, conducted for a concorrencial situation, but also for the interaction between the structures that condition it and for the innovative behaviors of the organizations that compose it. For being about a way where the scientific knowledge invigorates, this finishes for becoming, perhaps, an element of the proper concorrencial evolution that if establishes in the sector. Ahead of this, what it was intended with the present research was to tread ways for which, perhaps, either possible to understand the phenomenon, study object, considering the existence of relation established for the market and the established for the resources and the proper construction of a strategy, in the case, based on the coopetição – concept that approaches the competition of the cooperation. Of this form, a specific phenomenon was boarded and is looked, in the next pages, to describe the application of alliance for the Foundation Ezequiel Dias, mining public organization, of form to identify as the alliance if it establishes while strategy of coopetição in the biotechnology sector. For in such a way, revision of the literature was become fulfilled, that deals with to the models of strategical administration, competitiveness and cooperation. It was used as research method, the study of descriptive case, qualitative nature. The collection of data was supported in legal the document analysis produced by the executive of Minas Gerais and the Foundation Ezequiel Dias. The primary data had been collected by means of interviews not-structuralized with two managers of the Foundation Ezequiel Dias, beyond the use of the direct comment. To treat the collected data, the established general objective for the present study was opted in accordance with to the analysis of content, developed. The data collected in the carried through interviews are presented in accordance with the categories proposal in the specific objectives of this research. To the end, the suggestions are tacked, followed of the bibliographical references.
